POSITION SUMMARY

The Chief Financial Officer sits on the Superintendent’s Cabinet and serves under the broad guidance and administration of the Superintendent or Superintendent’s Designee. This position plans, implements, manages, and ensures the success of all aspects of the District’s budget, financial services, and business systems. The Chief Financial Officer provides leadership and oversight for the business and finance operations of the District in such a way as to ensure the best possible educational support services with the financial resources available. The Chief Financial Officer serves as the lead in developing, implementing, and controlling the District’s budget, as well as monitoring Business Systems and Financial Services (accounting,

finance, payroll, budget, forecasting, strategic planning, costing, analysis and negotiations,

investments, etc.).

ESSENTIAL FUNCTIONS

  • Direct the financial services of the district and support all daily activities related to planning, implementing, managing and controlling costs of financial-related activities.
  • Provide professional and strategic analysis and counsel to the Superintendent, Cabinet, Board, Budget Committee, and District administrators.
  • Supervise the management of the financial affairs of District schools and departments, including leading strategic financial planning initiatives such as long-range financial forecasts and service and funding plans.
  • Serve as District spokesperson on financial issues; present District’s fiscal position to the organization, School Board, budget committee, and the public.
  • Prepare and submit agenda items for presentation and discussion before the School Board.
  • Assist in the interpretation of the financial concerns of the District to the community.
  • Perform all duties of deputy clerk for the District, entering into financial related obligations on the District’s behalf.
  • Perform all duties of a budget officer as required by state law.
  • Prepare the annual budget under the general direction of the Superintendent for proposal to the School Board and budget committee.
  • Ensure the budget process and financial reporting complies with applicable laws and District policy.
  • Oversee District budget: review financial status reports, prepare, and revise projections, ensure budgetary transactions comply with statutes governing public bodies, and make recommendations on budget changes.
  • Oversee the creation of the District's Annual Comprehensive Financial Report (ACFR).
  • Complete complex portions of the report and ensure all aspects of the report are reviewed for accuracy and completeness prior to audit.
  • Ensure the ACFR is presented to the School Board as required by law.
  • Establish and supervise a program of accounting adequate to record in detail all money and credit transactions. Supervise the collection, safekeeping, and distribution of all funds.
  • Act as payroll officer for the District: supervise all accounting, payroll and purchasing operations.
  • Administer a budget control system for the District.
  • Assist in recruiting, hiring, training, supervising, and evaluating all clerical, financial, and support staff personnel for the Fiscal Department.
  • Plan, direct and coordinate department work activities; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
  • Arrange for the internal auditing of school accounts.
  • Manage the building resource allocation processes and support training for staff.
  • Participate in setting strategic direction and policies for the District, addressing district-wide and cross departmental management issues.
  • Coordinate all financial aspects of District elections for ballot measures and levies.
  • Coordinate issuance of general obligation bonds and management of District debt.
  • Administer the financial aspects of the district’s contracts with charter schools.
  • Work with external auditors, financial advisors, bond counsel, underwriters, and regulatory entities to address financial issues or capital financing.
  • Review and recommend action on proposed and approved legislation and regulations related to school funding.
  • Make recommendations based on new developments in professional standards, legislation, and industry practices.
  • Support and implement strategic Board goals and provide direction and leadership in the achievement of the District’s philosophy, mission, vision and annual goals and objectives.

  • Ability to remain calm, deliberate, and tactful in stressful and emotional situations. Will be required to interact with staff, students, and community members who are upset, angry, or distraught. In such interactions, the employee must be able to maintain control, decorum, and professionalism.
  • Ability to demonstrate professionalism in dress, speech and manner appropriate to the assignment and work setting.
  • Ability to maintain confidentiality at all times.
  • Ability to follow district policies and procedures at all times.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree or equivalent experience in Business Administration.
  • Minimum of five (5) years experience in business function, to include emphasis in accounting, reflecting skills outlined above. Three (3) years of the experience must have included supervision, project coordination, resource proposals, planning and monitoring within a single operational or focus area.
  • An equivalent combination of education and/or experience equaling five (5) years will be evaluated. However, there will be no substitution for the three (3) years of supervision of staff, project coordination, resource proposals, planning and monitoring within a single operational or focus area.
  • Familiarity with Oregon school finance and administration and Oregon budget law.
  • Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
  • Successful completion of criminal history records check, as required by law.

PREFERRED QUALIFICATIONS

  • Master’s degree in Finance or closely related field.
  • Bilingual Spanish-English.
  • Strong lens on educational equity and serving the needs of each and every student.
  • Experience in K-12 educational system.
